The Sedra starts by saying, Leviticus Chpt.1 Vs.1.......

"And G-d called to Moshe from the Tent of the Tabernacle to say"

Rashi comments on the fact that the verse emphasises that G-d spoke from the Tent. Do not think that the voice was a soft voice and that was the reason that it was not heard out side the tent. It was the same voice which is referred to in several places in our Tenach. It was a powerful voice. Yet still it was only heard by Moshe inside the Tent.

Reb Moshe Feinstein in "Drosh Moshe" wonders why it was necessary to have such a powerful voice if only Moshe heard it. In a similar vain there is a teaching in the Talmud, Sotah 2a. which says that forty days before a child is formed in it's mothers womb, a heavenly voice calls out and says "This girl will marry this boy". It is nice to think that the perfect partner is selected for you but no one has ever heard that heavenly voice! so what is the point in having it? Lastly he recalls the tradition that every soul was present at Mount Sinai to receive the Torah, even those who would be born in the future. As the Torah is only applicable to those Jews who are already born, why have all souls present?

It is true that only Moshe was on a spiritual level to hear the voice of G-d. The idea of having such a powerful voice was to demonstrate that Ha Sh-m was calling to every Jew even though only Moses would hear and relate it. Even though Jewish souls who were not yet born could not carry out the commandments of the Torah, they were still included in the process of it's giving. Although a Jew would not be able to hear the voice telling him or her, the identity of their future spouse, G-d wants us to know that he is the matchmaker.

Samuel Goldwyn the famous Hollywood producer once famously said "include me out". Here G-d is saying to every Jew "Include YOU In!."
